The Transportation Improvement Program (TIP) is a staged multi-year program of federally-funded transportation improvement projects consistent with the transportation plan for the MPO area.  It is a vital link between the plan development and implementation, wherein general transportation plans are converted into specific improvement projects.  The TIP is developed and approved annually in cooperation with the Maryland and Delaware Departments of Transportation.  Updates to the document are reviewed and approved by the MPO as they are needed.  Because the TIP is updated annually, it gives the planning agencies and the public the opportunity to regularly review transportation needs for the shorter term, based on real time changes in population, traffic conditions, land use and other factors.
